BBC Gaza Documentary Ruled a 'Serious' Infringement of Media Rules, Says UK Media Regulator

The public service broadcaster was found to have committed a "significant breach" of media regulations by failing to disclose that the voice of a film about Gaza was the son of a Hamas representative, according to UK media regulator Ofcom.

An investigation by the broadcasting watchdog into the documentary titled Gaza: How to Survive a Warzone has concluded that the documentary was "materially misleading".

The chief executive of the broadcaster had previously apologised, saying there had been "a significant failing in relation to factual correctness".

The regulator has ordered the corporation to broadcast a prime-time announcement about its decisions.

"As this represents a major infringement of our code, we are directing the corporation to broadcast a message of our conclusions against it on BBC2 at 9pm, with a timing to be confirmed," the statement read.

'Potential to Damage Credibility'

The authority's announcement declared: "The inquiry we conducted concluded that the documentary's failure to disclose that the presenter's father occupied a position in the Hamas-controlled government was significantly deceptive.

"It meant that the public did not have essential details which may have been very significant to their assessment of the voice and the details he shared.

"Credibility is at the heart of the bond between a broadcaster and its public, notably for a public service broadcaster such as the BBC.

"This oversight had the possibility to undermine the significantly high levels of confidence that viewers would have invested in a BBC factual programme about the Israel-Gaza war."

The documentary was pulled from iPlayer in the month of February after the boy's family links came to light, and in this past July an internal BBC review found it violated the broadcaster's editorial guidelines on accuracy.

A representative for the broadcaster stated: "The regulator's decision is in line with the results of the corporation's inquiry, that there was a significant failing in the programme in relation to the corporation's content standards on truthfulness, which corresponds to regulation 2.2 of Ofcom's Broadcasting Code.

"We issued an apology for this and we accept the authority's determination in complete. We will comply with the sanction as soon as the schedule and language are confirmed."
